Introduce __COMPAT_scx_bpf_events() to use scx_bpf_events() in a
compatible way also with kernels that don't provide this kfunc.
This also fixes the following error with scx_qmap when running on a
kernel that does not provide scx_bpf_events():

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
