Miguel Ojeda 1dbaf8b1ba rust: pci: fix docs related to missing Markdown code spans
In particular:

  - Add missing Markdown code spans.

  - Improve title for `DeviceId`, adding a link to the struct in the
    C side, rather than referring to `bindings::`.

  - Convert `TODO` from documentation to a normal comment, and put code
    in block.

This was found using the Clippy `doc_markdown` lint, which we may want
to enable.

be rendered in a number of formats, like HTML and PDF. Please read
Documentation/admin-guide/README.rst first.

In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``.  The formatted documentation can also be read online at:

There are various text files in the Documentation/ subdirectory,
several of them using the reStructuredText markup notation.

Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
