Add support for a polled io_uring instance. When a read or write is submitted to a polled io_uring, the application must poll for completions on the CQ ring through io_uring_enter(2). Polled IO may not generate IRQ completions, hence they need to be actively found by the application itself. To use polling, io_uring_setup() must be used with the IORING_SETUP_IOPOLL flag being set. In order to build the documentation, use ``make htmldocs`` or
``make pdfdocs``. The formatted documentation can also be read online at:
https://www.kernel.org/doc/html/latest/
There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
the problems which may result by upgrading your kernel.
