Mauro Carvalho Chehab 91d00bd54f scripts/kernel-doc.py: properly handle KBUILD_BUILD_TIMESTAMP
The logic that handles KBUILD_BUILD_TIMESTAMP is wrong, and adds
a dependency of a third party module (dateutil).

Fix it.
