Paul E. McKenney 11992c703a rcu: Remove CONFIG_PROVE_RCU_DELAY 
The CONFIG_PROVE_RCU_DELAY Kconfig parameter doesn't appear to be very
effective at finding race conditions, so this commit removes it.
