Dongpo Li 542ae60af2 net: hisilicon: Add Fast Ethernet MAC driver 
This patch adds the Hisilicon Fast Ethernet MAC(FEMAC) driver.
The FEMAC supports max speed 100Mbps and has been used in many
Hisilicon SoC.
