d92cc4d516 kbuild: require all architectures to have arch/$(SRCARCH)/Kbuild 
arch/$(SRCARCH)/Kbuild is useful for Makefile cleanups because you can
use the obj-y syntax.

Add an empty file if it is missing in arch/$(SRCARCH)/.
